So you have a project on the drawing board. Congratulations! RCP, Inc. can help with one of the most difficult, yet most important steps early in your project planning--determining exactly what regulations apply to each phase of your project, and identifying the impact of these regulations on your project design, construction, and operation. Don't spend more money than you should to comply with a rule that really doesn't apply to your specific situation. Avoid the nasty surprises that can result from an agency rejecting a permit application because their requirements were not adequately addressed by the facility design. Be fully aware of pending rule changes that could stop your facility in its tracks before it ever begins operation. These are all issues that should be handled by a specialist--a regulatory specialist! Doesn't your project deserve (demand!) the best advice possible at this critical phase?

Phase I and II Environmental Site Assessments
An Environmental Site Assessment (ESA) is an evaluation of a property and all structures on the property to determine the likelihood of a recognized environmental condition. A recognized environmental condition is defined as “the presence or likely presence of any hazardous substances or petroleum products on a property under conditions that indicate an existing release, a past release, or a material threat of a release of any hazardous substances or petroleum products into structures on the property or into the ground, ground water, or surface water of the property” (ASTM E1527-00).
RCP professionals have extensive experience in conducting Phase I Environmental Site Assessments (ESAs) on a wide variety of properties such as: oil and gas facilities, pipe coating facilities, retail gasoline service stations, vacant undeveloped tracts and multi-tenant commercial tracts.
All RCP Phase I ESAs meet or exceed the American Society of Testing and Materials (ASTM) 1527E Standard Practice for Environmental Site Assessments.
Phase II Environmental Site Assessment Services are provided if testing is required at a property to definitively address a recognized environmental condition (contamination) that was identified in the ESA report. Discriminate sampling is conducted to define the suspected contaminants.
Material sampling media and sampling techniques for our Phase II projects may include surface soil samples, soil gas sampling, subsurface soil and groundwater samples from borings and monitoring wells, surface water samples, pond sediment sampling, drinking water samples, and drum and tank sampling.
If contamination is found, RCP will assist you with implementing and completing the Phase III remediation of the property.
