US Coast Guard Facility Regulations Workshop
June 7 - 8, 2005

Join us at our Houston office for an informative, lively, and interactive workshop on US Coast Guard dock compliance and security requirements on June 7th - 8th, 2005.

The Workshop will be lead by Margaret Doyle, who has 20 years of experience in maritime regulatory affairs, and is currently serving as Chemicals Manager for the International Association of Independent Tanker Owners (INTERTANKO). From 1992-2003 she served as the Executive Director of the Chemical Carriers' Association. The material to be covered includes:

Day 1 - US Coast Guard Facility Regulations

  • Agency jurisdictions - what does the Coast Guard regulate anyway?
  • How to find the Coast Guard rules, regulations, and directives that you need
  • How to handle appeals, waivers, and exemptions from Coast Guard determinations and requirements
  • Overview of requirements for:
    • Facilities handling dangerous cargoes (33 CFR 126)
    • Facilities handling LHG (33 CFR 126)
    • Facilities transferring oil or hazardous materials in bulk (33 CFR 154)
    • Oil and hazardous material transfer operations (33 CFR 156)
    • Reception facilities for oil, noxious liquid substances, and garbage (33 CFR 158)

Day 2 - Dock Person-In-Charge Train the Trainer (Assumes Attendance at Day 1)

Whether your LNG, Oil, or HAZMAT facility has 1 Person-In-Charge or 100, you will benefit from this unique and informative course. You will receive the tools you need to train your Persons-In-Charge to meet the USCG's requirements found in 33 CFR 127 and 154. You will also benefit from expert advice that is second to none. The materials to be covered includes:

  1. A detailed description of the responsibilities of a Facility Person-in-Charge.
  2. A standard curriculum to use in your Person-In-Charge training sessions.
  3. Materials (workbooks, presentation materials, and tests) to use during your Person-In-Charge training sessions
  4. Certificates of Completion to use for your Persons-In-Charge, upon completion of their training programs.

During this course, you will have ample opportunity to ask questions concerning Person-In-Charge responsibilities and general Coast Guard regulations. You will spend valuable "hands-on" time customizing the training materials for your facilities and operations, and developing a training action plan. Upon completion of this course, you will have the knowledge and tools you need to conduct and document your own in-house training programs in compliance with the applicable US Coast Guard regulations.

Some of the specific topics that will be covered during this course include:

  • Role of the Facility PIC versus the Vessel PIC
  • Difference between a PIC and a tankerman
  • Specific requirements for initial training and qualification of new PICs
  • Minimum requirements for refresher PIC training and qualification
  • Required evidence of designation for PICs
  • Operator responsibilities and liability for PIC training
  • Proper documentation of PIC training
  • Frequency and scope of PIC training
  • Important definitions in the US Coast Guard rules for Marine Transportation Facilities
  • USCG policy letters applicable to Marine Transfer Facilities

Note: The Liquefied Hazardous Gas regulations in 33 CFR Part 127 require refresher training of all Persons-in- Charge every 5 years. This requirement was published on August 3, 1995. Any facility that promptly complied with the new regulations will be due to provide refresher training to its original personnel within the next year.

Cancellations made less than 1 week prior to class are non-refundable, but may be credited toward future workshop.

Training will be in the Texas Room of the Kellogg / Brown & Root Tower at 601 Jefferson Street, located on the western end of the business district.   Registration will begin at 7:30 am.  The seminar will start at 8:00 am and end around 4:00 pm each day.

What you will receive:  Registration confirmation, hotel and parking options, and other supplemental information will be sent via email.  Seminar materials will be provided.  These will include class handouts, examples, agency determinations, copies of regulations, and copies of new and proposed rules as appropriate, indexed and organized in 3-ring binders for easy reference.  Cost includes lunch and continental breakfast.
