Regulatory Compliance Expert

EXPERIENCE:

  • 5 - 20 years regulatory compliance experience in oil & gas, pipeline, petrochemical or similar industry

DEMONSTRATED CAPABILITIES

  • Strong understanding of state and federal environmental and safety regulatory agencies, including their jurisdiction and major regulations.
  • Ability to develop effective written compliance programs for various federal and state regulatory drivers.
  • Recent history of auditing compliance activities at a wide variety of operational facilities such as petrochemical, oil & gas, pipeline, or similar
  • Hands-on implementation of regulatory compliance programs (DOT, OSHA PSM, EPA, USCG, MMS, ACOE)
  • Understanding of computer-based compliance task-management systems, preferably administrator and implementation level.
  • Ability to understand client needs related to compliance management and to develop compliance management solutions for various types of facilities using software tools.
  • Ability to insure smooth implementation of compliance programs and task-management software solutions.
  • Excellent teamwork and communication skills, including the ability to perform work error-free, and to manage multiple projects simultaneously with minimal supervision.
  • Advanced knowledge and use of business application software and technology experience.
  • Light to moderate travel may be required.

EDUCATION

  • B.S. degree or higher in Physical Science or Engineering (Environmental, Mechanical, Civil, Chemical)

DOT Pipeline Compliance Expert

EXPERIENCE:

  • 5 - 15 years of technical pipeline industry experience within engineering, operations and/or compliance teams.
  • Preferred integrated operations experience, including production, refining, marketing, pipeline, process plant and/or facilities.

DEMONSTRATED CAPABILITIES

The successful candidate will play a key role in delivering DOT regulatory support and assistance to various pipeline operator assets.

  • Maintaining current knowledge of all pipeline regulations, proposed rulemakings, and associated advisories.
  • Communicating proposed/new regulatory changes and providing effects evaluation to various pipeline operators.
  • Facilitating and participating in all internal/external regulatory inspections of various pipeline systems.
  • Updating, maintaining, and developing pipeline regulatory programs such as Operations & Maintenance, Operator Qualification, Integrity Management, Public Awareness and Emergency Response.
  • Perform regulatory analysis and jurisdictional determinations of various types of oil & gas assets.
  • Conducting training on pipeline regulations.
  • Utilizing software applications and analysis tools for release impact analysis, maximum operating pressure calculations, and HCA identifications.
  • Assisting and gathering information for integrity management plan, risk management recommendations or assessments, and regulatory amended changes.

Sr. Engineer / Project Manager / Sr. Advisor
Pipeline Integrity Expert
Houston, TX; Baton Rouge, LA; Denver, CO; Tulsa, OK

EXPERIENCE:

  • 5+ years of technical oil and gas industry experience within engineering, operations and/or compliance teams.
  • Direct experience in pipeline integrity management role(s), such as program development, risk modeling, assessment coordination, anomaly mitigation, or similar.

DEMONSTRATED CAPABILITIES

The successful candidate will play a key role in delivering pipeline integrity management oversight to various pipeline operations.

  • Develop and manage written Integrity Management Programs for various liquid and gas POC's
  • • Conduct internal pipeline integrity inspections using federal protocols.
  • Review history of various pipeline segment to assess integrity risks.
  • Recommend most appropriate integrity assessment method(s) that address identified threats.
  • Assess the results pipeline integrity assessments and communicate the results.
  • Develop an appropriate action plan based on the results integrity assessments.
  • Validate and document the results integrity assessments and the corresponding actions.
  • Update the risk model and associated processes.
  • Prepare preventive risk analysis measures.
  • Assess re-inspection schedule and make recommendations for various pipeline segments.
  • Planning and execution of project activities such as pipeline shutdowns and reductions, revisions, testing, surveys, inspections, cleaning and rehabilitation.
  • Initiate and document temporary pressure reductions.
  • Excellent communication/interpersonal skills.
  • Advanced knowledge and use of business application software and technology experience.
  • Light to moderate travel may be required.

EXPERIENCE:

  • 5+ years of technical oil and gas industry experience within engineering, operations and/or compliance teams.

DEMONSTRATED CAPABILITIES

  • Developing operating & maintenance procedures, interfacing with client personnel, mining data, performing field walk-throughs and interviews with operations personnel, and developing reports for regulatory agencies. Must possess exceptional organization and communication skills
  • Advanced - expert level experience with MS Word, Excel, Project, Access, Outlook, and Adobe in Windows XP OS
  • Ability to work independently as well as take direction from clients and project managers
  • Light – heavy travel required, depending upon the project

GIS Mapping Specialist
Houston, TX

EXPERIENCE:

  • 5+ years of direct hands-on experience with ArcGIS & CAD suite of software
  • Experience working in a small engineering office atmosphere or pipeline industry a plus

DEMONSTRATED CAPABILITIES

  • Create and maintain data and maps compatible with geographically referenced data.
  • Compile geographic data from multiple sources, i.e.: surveys, plot plans, aerial and satellite imagery.
  • Process collected field data into coherent geo-database, display using GIS.
  • Analyze geographic relationships among varying types of data.
  • Draft and update CAD plots and diagrams.
  • Develop custom applications in Visual Basic, MS Access or other suitable data management software.
  • Operate and maintain GIS system hardware, software, plotter.
  • Retrieve and update stored maps, diagrams and databases.
  • Familiarity with cartographic concepts, i.e.: coordinate systems, map scales, topography.
  • Familiarity with GIS related technology, i.e.: GPS devices, survey equipment, plotters, FTP.
  • Must be willing to work extra hours to meet project deadlines.
  • Must be organized, detail-oriented, reliable, capable of working independently, take ownership of position and troubleshoot problems effectively as they arise.
  • ArcGIS - Advanced level or higher
  • CAD - Intermediate level or higher
  • Advanced knowledge and use of business application software and technology experience.
  • Excellent written and verbal communication skills.
  • Excellent geographic, mathematical and analytical skills.
  • Must be able to manage several projects concurrently.
