    DOT Compliance Advisor; Chicago Area, IL

    The Department of Transportation (DOT) Compliance Advisor will report to the DOT Team Leader and will play a key role in delivering DOT regulatory support and assistance in integrity oversight of the regulated assets within RCP client's US Refineries including California, Washington, Ohio, and Indiana encompassing regulated liquid, gas, natural gas liquid, and chemical pipelines assets.

    Accountabilities Include:

    • Ensuring Refinery operations units are aware of DOT 49CFR 191, 192, 194, 195, and 199 requirements and alert the Business Units (BU) where requirements need to be addressed and/or have not been addressed, appropriately.
    • Serving as liaison between HSSE/Integrity staff and affiliate BU teams such as, operations, engineering or technical (Project Managers to Specialists), commercial, and management.
    • Facilitating/participating in all external/internal regulatory inspections of the applicable piping, facilities, and pipeline systems.
    • Keeping abreast of and communicating proposed/new regulatory changes and providing effects evaluation through the Management of Change process.
    • Providing guidance and monitoring progress on compliance directives issued by Federal/State pipeline regulators to insure consistent and timely resolve.
    • Conducting audits of the existing systems annually utilizing internal and external resources.
    • Updating/maintaining/developing Operations Maintenance and Emergency Response manuals.
    • Reviewing/developing and/or supplying Computerized Maintenance Management System or Maximo Work Order language needed to satisfy regulatory requirements.
    • Providing records management and regulatory filing for the BU, joint ventures, and affiliates, such as Federal and State: Operating Permits, Maps, User Fee's, Hazardous Liquid and Gas Integrity Management reports, Safety Related Conditions, and acquisition and divestiture asset change filings.

    Required Qualifications:
    To be considered for the role of DOT Compliance Advisor applicants must have:

    • Legal authorization to work in the US on a full-time basis for anyone other than your current employer.
    • A minimum of 10 years of technical experience (hydraulic, rotating equipment, pipeline transmission).
    • A minimum of 10 years of oil/gas work experience within an Engineering, Operations, and/or Compliance team.
    • A minimum of 5 years of experience with integrated operations to include refining and marketing, pipeline, process plant and/or facilities.
    • A minimum of a Bachelor's Degree or advanced technical trade/training with proven continuing education around leading technology in the oil and gas industry.
    • The willingness and ability to travel up to 30% of the time in order to fulfill the responsibilities of this position.

    Preferred Qualifications:
    In addition to the required qualifications the successful candidate is likely to be able to demonstrate:

    • A minimum of 3 years of supervisory experience.
    • A minimum of 3 years of proven ability to influence across all levels of an organization using strong interpersonal skills/savvy.
    • A minimum of 3 years of project management, operations and general management experience.

    Sr. Regulatory Consultant – Environmental Management Information Systems; Houston, TX

    EXPERIENCE:

    • 5+ years environmental / regulatory compliance or management experience (petrochem or oil & gas experience a plus)
    • Hands-on implementation of corporate-level software systems for regulatory compliance, asset management, or similar applications (administrator level environmental management information systems expertise preferred such as ESS, or similar)

    DEMONSTRATED CAPABILITIES

    • Strong understanding of state and federal environmental and safety regulatory agencies, including their roles and major regulations.
    • Understanding of compliance management systems, preferably administrator and implementation level.
    • Ability to understand client needs related to compliance management, and to develop compliance management solutions for various types of clients and facilities using software tools.
    • Excellent teamwork and communication skills, including the ability to perform work error-free, and to manage multiple projects simultaneously with minimal supervision.
    • Ability to insure smooth roll-outs of software solutions, including the ability to train several levels of users on system software use including end users, power users, and system administrators.

    • Direct experience with construction oversight, inspection, and management on new pipeline construction projects (erosion control, stream and habitat restoration experience is required)

    DEMONSTRATED CAPABILITIES

    • Thorough understanding of NEPA and FERC pipeline construction mitigation requirements
    • Direct experience with pipeline construction activities, including thorough knowledge of construction practices and environmental mitigation requirements

    Senior Regulatory Consultant - DOT Pipeline Compliance; Houston / Baton Rouge

    EXPERIENCE:

    • Preferred integrated operations experience, including refining, marketing, pipeline, process plant and/or facilities.

    DEMONSTRATED CAPABILITIES

    The successful candidate will play a key role in delivering consultations to provide DOT regulatory support and assistance with integrity oversight to the regulated assets of various pipeline operator clients (POC’s).

    • Acting as compliance authority (subject matter expert) for POC.
    • Ensuring POC operations units are aware of DOT 49CFR 191, 192, 194, 195, & 199 requirements and issuing alerts where requirements need to be addressed and/or have not been addressed, appropriately.
    • Serving as liaison between POC staff (operations, engineering or technical, commercial and management).
    • Facilitating and participating in all internal/external regulatory inspections of the POC pipeline systems.
    • Communicating proposed/new regulatory changes and providing effects evaluation to POC’s.
    • Providing guidance and monitoring progress on compliance directives issued by state and federal pipeline regulators to insure consistent and timely resolution.
    • Coordinating with POC’s to make appropriate technical and operational staff available to advise or assist during inspection, repairs, or construction on issues relating to operations, maintenance, and integrity of the pipeline systems.

    • Updating, maintaining, and developing Operations Maintenance (OM) & Emergency Response (ER) manuals.
    • Assisting POC’s with the assurance of the Operator Qualifications program and certification of contractors as needed.
    • Managing DOT audits, liaising with state and federal agencies through all aspects of inspection and follow-up.
    • Conducting training on DOT regulations.
    • Ensuring contingency plan alignment at all levels of POC organizations.
    • Adjusting merged or acquired asset DOT Plans/OM&ER for alignment with POC as required.

    Senior Engineer, Pipeline Integrity; Houston, TX

    EXPERIENCE:

    • 5+ years of technical oil and gas industry experience within engineering, operations and/or compliance teams.
    • Direct experience in pipeline integrity management role(s), such as program development, risk modeling, assessment coordination, anomaly mitigation, or similar.

    DEMONSTRATED CAPABILITIES

    The successful candidate will play a key role in delivering consultations to provide DOT regulatory support and assistance with integrity oversight to the regulated assets of various pipeline operator clients (POC’s).

    • Develop and manage written Integrity Management Programs for various liquid and gas POC’s
    • Conduct pipeline integrity inspection of POC programs using federal protocols
    • Review history of each POC pipeline segment to assess integrity threats
    • Make recommendations to POC’s as to the most appropriate integrity assessment method to assess the identified treats
    • Assess the results of POC integrity assessments and communicate the results of the assessments as necessary
    • Develop an appropriate action plan based on the results of POC integrity assessment
    • Validate and document the results of POC integrity assessments and the corresponding actions
    • Update the POC risk assessment process
    • Prepare POC preventive risk analysis measures.
    • Assess POC re-inspection schedule and make recommendations for each segment.
    • Planning and execution of POC project activities such as pipeline shutdowns and slowdowns, revisions, testing, surveys, inspections, cleaning and rehabilitation.
    • Initiate and document temporary pressure reductions.

    GIS Mapping Specialist; Houston, TX

    EXPERIENCE:

    • 5+ years of direct hands-on experience with ArcGIS & CAD suite of software
    • Experience working in a small engineering office atmosphere or pipeline industry a plus

    DEMONSTRATED CAPABILITIES

    • Create and maintain data and maps compatible with geographically referenced data.
    • Compile geographic data from multiple sources, i.e.: surveys, plot plans, aerial and satellite imagery.
    • Process collected field data into coherent geo-database, display using GIS.
